collaborative work contributed by eight authors bringing in the
perspectives of engineer, urban planner, broadcasting company executive,
economist and administrative law specialist. Hayashi contributes
the chapter "The Governance of the Post Information Society" in
which he assesses the need for policy making and implementation
in the public domain in the "post information society" and
points to the necessary concomitant change from government to governance
i.e., towards a more flexible, non-coercive, participatory decision
making and compliance. |

After briefly surveying the literature of happiness research in Netherlands
and Switzerland, the author points to the fact that people's degree
of happiness has just a weak correlation with national income if
any. Rather, the author claims by making use of a questionnaire survey
conducted by the Cabinet Office that the greatest marginal productivity
in happiness will be obtained by an increased direct participation
by the people in the public policy making process both at the national
and at the local government levels. |

The author takes the relationship between the Chinese government
and the decision made by foreign companies to invest in China as
one of the duopoly games. By analyzing the Nash equilibrium of the
policy-and-reaction game, the author rigorously demonstrates among
others that the more is the Chinese people's political reference
oriented toward consumerism rather than protectionism, the greater
expansion of FDI inflow and hence a greater economic gain will be
realized by a reduction of tariff rate by the Chinese government. |
